What is the best paint to touch up undercoat

I have a black paint undercoat on my 4runner. I don't know what brand it is because it was put on by a previous owner. Its held up pretty well but I got some scratches on the skid plate and rust has taken hold. Its surface rust now so its a good to get it before it worsens

I am going to sand away the rust and the area around it for good measure but that will leave me with bare metal. What is the best thing I can use to replace this lost undercoat?

(I don't consider fluid film a suitable replacement for lost paint undercoat)
