Smog issue

Ok so I replaced the throttle body at first the runner won't get to 25mph fast enough to do smog they did it before all numbers clear I passed just failed because of alleged timing so after replacing the throttle body and set timing now it won't stay at 15 mph on dyno say it down shifts so wtf anyone else have this issue back story when I first got it it wouldn't go pass 40 now after throttle body replacement hits 55-60 after an hour lol

Basically won't stay at 15 on dyno keeps downshifting according to smog guy and thank you new to 4x4 anything exciting to work on this bad boy
