Fully rebuilt bored motor

The past couple weeks iv noticed a little bit of oil from a hose on top of the valve cover and by the oil cap, the motors a rebuilt 22re.
I really would like to know why it's happening, if it's harmful, and how I can fix it. Thank you for your ideas and input
