Overdrive won't engage on 93 4Runner

    93 4 runner
    4wd was changed to 2wd by somebody who didn't finish the job
    It turned into a project with burnt valve, dead Catalytic Conv., and a transmission that wont shift to overdrive. Heads were fun with that intake but got past that. Cat is ready to install but still struggling with the overdrive. I've replaced both of the water temp sensors. The cold start seems to work fine but the overdrive still wont engage. I've disconnected the trans solenoids at the transmission and it defaulted to manual 1st, 3rd and overdrive just like it's supposed to which leads me to signal not getting to the trans from the computer. Am I correct in assuming that the sensor must be working if the cold start is working?
