Light switch not working properly

2007 Toyota 4-Runner

The light switch on my 2007 4-Runner does not seem to be operating properly. In position 1, it works according to the owners manual, but in position 2, the headlights are supposed to come on, along with the lights in position 1, but the headlights do not come on! Position 3 seems to work as described (auto). Not sure what is happening. Any help would be appreciated. TIA
