    Hello,

I have this problem on my 4runner 2016 and cannot figure out what the issue is; it's even weird to describe.
I have changed both headlight lightbulbs and the passenger side works good but the driver side is the one with issue.
When you stand in front of the 4runner you see the bulb is on but in reality doesn't illuminate. Is there a problem with the lightbulbs? or what else can it be?
I am not an expert on cars or anything alike so my knowledge is very minimum.
High beams on both side work great
Thank you in advance for any help and advice.

Does the problem switch over when you switch bulbs from side to side?

Do you have a photo of the low beams projecting onto a wall that will show the issue?

Yes, definitely check resistance, especially the ground side.
