Front axle issues

    2007 Black 4Runner Sport edition
    First time posting, long time watcher. Anyway, I have my Toyota inspected yesterday for state and emissions (thanks PA ><) and the dealer said the front wheel axle is dry, the boot is gone, and you can't grease axle, it has to be replaced. Anyone heard of that? If I have to replace, should I do both, and is there a better option as a upgrade?

    Most likely needs replacing....there are upgrade options if you have the money.
