My 4x4 would not engage. Got a replacement actuator for the front, and when the old one was removed it turned out to be full of metal shavings. Replacement actuator is installed but still no 4x4. Is this likely an issue with the front differential and will it need to be rebuilt?

Judging by the shavings, my vote is ur diff needs to be re-built but it's just an educated guess.

Would a shredded differential prevent the 4wd from engadging?

It could. There might be something broken in there. Have it checked out. If your differential breaks, the car won't go anywhere. I would definitely say that this is an early sign.
