'91 4runner wont start

    Centerline billet rims, 11.50x32 tires, pioneer Bluetooth stereo, magnaflow exhaust
    I just put a new starter in my car and it will not start, I can hear the drive gear engaging but it will not spin.
    I can hear a relay clicking under the dash on the passenger side.
    Any help is greatly appreciated.

    Doug Thorley long tube headers and lots of mud
    Video would be helpful. Have you checked all your fuses? I know there is at least 1 or 2 that will completely kill the vehicle if they blow
