I'm looking for some advice and recommendations on tires!

First question, I just bought this 4R and the tires look rough. Are these tires toast? https://imgur.com/a/7ISqDS6

Second question, if I do replace the tires, what do you recommend for a good tire? I want something off road capable, but like most people I'll be doing 90% of my miles on the road, so quiet and comfortable is important too. I like what I've heard about General Grabber X3s. What do you think?

I would change.

I went with Nitto Trail Grappler since I do more pavement pounding and I like um so far.
