Rear seat wont fold down

The button on my rear seat isn't releasing the seat to fold down. How do I fix this? Can I open the seat up to fix it or do I need a new seat? The button feels jammed.

 

If you're good at reverse engineering, I'd say open it up and see if you can find what's jamming it. My husband is really good at it, so he's real quick to open up just about anything to see what the problem is before he'll get anything checked out.
