What is this harness? How to relocate?

I just ordered a 4x4 Labs bracket to mount an ARB compressor under my hood. It mounts on the passenger side using three bolts to the side of the engine bay, and one bolt through the bottom(/top of the wheel well).

Taking a look under the hood, this wiring harness/bracket seems to be blocking access to the three holes used by the mount.

What is this harness for, and what would be the best way to relocate it? Or perhaps worst case scenario, I could cut/grind the bottom of the mount to leave the wiring in place
