TV cable adjustment and throttle body issues

    I recently purchased a 96 4 runner with the 3.4 and i put it in a shop to get it running. the shop redid the timing and cranksensor. i usually do my own work but i just didn’t have the time recently. after i left the shop i started driving it home and it would spit and sputter and die and wouldn’t go over 25 without falling on its face. even in park it won’t rev up all the way before surging, backfiring, or cutting out. but it’d idle fine so i took it back. next day they bring to my attention two things. one is the TV cable going from the throttle body to transmission is so stretched out it immediately pops out on its own and the adjustment is maxed out. and they didn’t diagnose the issue with the throttle body but said something isn’t right electronically on it. so i took it home and replaced tps sensor first with no luck. so im just looking for someone to guide me down the right path of what could possibly be going on with the throttle body to cause the issue. and some guidance on how to go about replacing the TV cable
