I'm thinking there's some sort of spring mechanism to pull the driver's side seatbelt back into the frame. Is there any easy way to tighten or adjust the tension on a 2017 4R seatbelt?

I am not aware of any owner method to repair or adjust the tension of the seat belt retractor mechanism.

Check to see if the Toyota dealer can repair or replace it for free. The reason I mention this is because back around 2018 or maybe it was in to 2019, my driver side seat / shoulder belt retracter failed totally on my 2006 Tundra. it would not retract at all.
The dealer replaced the unit for free. On my 12 year old Tundra!! The only bug-a-boo was the belt on the new unit was black. My original belt was gray to match the gray interior. They advised me ahead of time they would replace the unit for free, but the belt on the replacement unit would be black. I OK’d the color change. I didn’t want to look a gift horse in the mouth, lol! It took several days for them to obtain the replacement belt unit. And I was fine with the new black belt color, and thrilled that it was a free-bee.

Maybe it was a recall or campaign at the time, I don’t know. Or maybe it was just a company policy to replace failed seat belt units for free.

Hell’s bells- just call your dealer and see if it’s a free repair or replacement. No harm in asking!

No. If you take apart the retractor, don't expect to be able to reassemble it correctly. There's also an explosive inside with ball bearings, but 80% of the time, it won't detonate like a claymore: Call your dealer as Rick G. said and see if they'll replace it for free. On paper it's covered by the restraint warranty:
