New A/C Compressor Clutch not engaging

    So I had the blinking A/C light issue with my 2006 4.0L 4Runner SR5 and figured I had a bad compressor clutch since it was very rusty. This past weekend I replaced the entire A/C compressor as well as the drier and vacuumed the system (held near 30 inches of Mercury for an hour). I started to add freon in the system with the vehicle on, A/C on, and fan on low but the clutch is not engaging even with 70 psi showing on the low side gauge? I checked the relay and it is fine, I have also ordered a power probe to test the clutch to double check that it engages. According to the service manual it looks like it could also be the A/C amplifier.. Does anyone have any advice on the next steps to take?
