How do get a hood to release when pulling the cable doesn't seem to do anything? This '06 was sitting for a while and the hood doesn't want to open or "pop" when I pull (hard) on the cable. Is there a way to get at the cable into the latch from underneath or is there another way? How do I get it to open?

Is there a way to spray some Pb blaster or something on the mechanism?

Have someone help you by pushing down on the hood while you pull the release lever, then while holding the lever have them trying to pull up on the hood.

It probably just gummed up around the spring/latching hook, if you get it opened be sure to spray some penetrating oil on it to loosen up the spring/latch/hook.
