High Beam / Low Beam Issues

    My low and high beams work just fine during the day. However, when it starts getting dark, the problem begins. The high beams stay on, regardless of when I transition between low and high. It is only high beams. Also, many of my dash lights do not work, and I just changed all of the bulbs on the instrument panel. I will not know if I have low oil or anything. Seeking advise on all of my light issues. I own a 1999 Toyota 4Runner Limited. Looking forward to you all giving advice from experience.
