Buying question (2006)-- too much rust?

Hey peeps, first time poster. Considering buying this '06 4Runner from another state and got a remote inspection done. The inspector noted "The underside and engine bay shows areas of surface to heavy rust." Curious if I should bail on the sale or not. Thanks...

Rust doesn't appear fatal, but there are other areas of the frame not photographed which are rust prone. e.g. frame rail inboard side facing the catalytic converters, rear bumper crossmember, cab mounts, and near the rear axle lower link mounts. I wouldn't buy a vehicle of this rust level without examining it myself in person.

If this is a V6, it's within the 2003-2006 range for head gasket leaks.

The crossmember wetting may be from a leak, power steering or transmission line.

The steering rack has a small leak but that's common with all 4th gens at this age.
