93 4runner 4WD Really Bad Acceleration

    Recently bought a 93 4WD automatic. Acceleration is really bad when in drive and it feels like its trying to take off in 3rd gear almost. RPMs wont go above 2k when in drive. I can manually shift it from low and acceleration is much better, so I thought it was a bad shift solenoid. Replaced all 3 and still having the same issue. Any thoughts on what else it could possibly be?

    Lifted, tires... in the process of restoration
    Not sure... could be the torque converter?
