2006 4Runner Low Beam Not Working

So, low beam was working fine..then one day, it would turn on and off as I on/off the light switch. Now, low beam not turning on at all. High beam works fine.

I've replace the light switch stock, replace the relay at the fuse box. Check the relay at the bundle where it split to the far side. Replace new light bulbs. Check voltage at the connector to the light (has 12v as the switch turns on/off). Measured resistance Ground (black wire) wire and has 1 ohm

Any help would be appreciated.
