2002 4runner power lock/keyless fob problem

    Hi, I tried searching everywhere but have not found anything that could help me solve an issue with my power locks and programing a key fob.

    I just purchased a 2002 4runner and it came with 2 key fobs that did not work, I thought it was just the batteries so I tried to change them out but no luck. I decided to purchase new key fobs that was recommended from a few threads. I followed instructions and successfully got the car into programming mode but when I tried clicking the key fobs, nothing happened. I did check under the hood on the passenger side and it does have the module I saw that would indicate it supports keyless entry.

    I tried the "alternate" method of getting into programming mode where you had to click unlock/lock on the door 5x times and a few other things, that's when I found another problem. When I press the unlock/lock button it would work the first 2 times but it would slowly get weaker and weaker to the point where I would hear the click on all the doors trying to "lock/unlock" but the locks themselves aren't actually moving. The button would work again after not touching it for like a minute. I took a video and uploaded it below:
