1999 instrument cluster issues

1999 red 4x4 4 runner

Limited slip, suspension, tires and rina

When I run my 1999 4Runner, the Tach and Speedometer fluctuate. Also the odometer flashes and the fuel light is on and gauge at empty. I’ve replaced the cluster twice because everyone I spoke to said they go bad. I replaced the fuel sender and pump and checked power and ground to the cluster? Sorry for brief description earlier but any and all help would be appreciated! Should I post this somewhere specific on the site?
