4th Gen 4Runner - VSC, TRAC OFF, ABS, and Parking Brake Lights All On (Loud Beep) - Need Help

    Hello everyone,

    Looking for help diagnosing a serious issue with my 4th gen Toyota 4Runner. When I start the engine, the VSC, TRAC OFF, ABS, and parking brake lights all come on—and there’s no brake function at all. On top of that, there’s a loud constant beeping noise when the engine is running.

    There’s no check engine light, but obviously this is a critical safety issue .

    Here’s what I’ve noticed:

    • The brake pedal goes to the floor, no pressure

    • Parking brake is fully released

    • Brake fluid level looks normal

    • No recent work or modifications

    • The 4Runner was driving fine until this happened

    • Questions:
    • What’s the best way to diagnose this ? Are there are any simple steps to troubleshoot or fix this?

    • Could this be the brake actuator or master cylinder?

    • Is there a way to pull ABS or VSC codes without the dealer? Will a standard obd2 scanner work for this?

    • Would a bad battery or any other system failure cause complete brake failure like this?
    • Any guidance on what to check or how to safely troubleshoot this would be really appreciated. I’m not a DIY person and would need help.

    Got the error codes pulled. c1223 ABS control system malfunction, c1251 pump motor is locked/open circuit pump motor ground, c1252 hydro-booster pump motor, C1256 accumulator low pressure. Any recommendations on a good toyota mechanic in the 94598 zip code area?

    Attached is the quote I got from mechanic. Does this make sense? I have 2 parts listed in here, I was under the impression the ABS Hydraulic control unit is all one part? Also got 6 hours of labor quoted for this work.
