There are lots of Higher Speed Braking shudders posted, but my problem is Braking Shudders from 45mpg all the way down to 5mpg help? (lower speed shuddering)
Has anyone seen this problem, had it identified and had it fixed?

that narrows it down to the front end. Could be pad deposits on rotors or what is often referred to as warped rotors up front. Could also be worn suspension parts.

Any thoughts what "suspension Parts" could be causing the Shimmy??

It's often a seized brake caliper piston causing uneven rotor clamping and wear.

How many miles, do you fly up to a stop and jam on the breaks or does your wife drive it? We need more info.

Thanks to all of you. I bought the 2018 4runner a couple of months ago, so I don't know how it was driven. It was brought to life after an accident. and I suspect the repair place did not test everything tje they replaced. Our local Firestone Dealer appears to be knowledgeable, personable, and I believe is very good.
I will have them replace the Rotors (up front) and Pads, since he agrees with you that it is (90% of the time) the Rotors.
    Thanks again Okie4Runner

    Oh boy so rebuilt title?

Hit or miss with those really depends on the damage and who did the fix. A lot of hacks try to re-use and bend shit back.

Most every Firestone Service Center will put aftermarket brake parts from a local parts store on your vehicle. 98% of those parts are simply crap. If you truly want to retore the original braking performance of your Toyota vehicle, have them install parts from your friendly local Toyota dealership. Said another way, parts that "fit a Toyota" are not the same as "parts originally supplied with your Toyota."
