2008 4 runner limited

Front blinkers not working. new bulbs that do light up when day running lights are on
IG1 fuse good, Turn and Hazard fuse is good.
front blinkers do not work when hazard lights are on. (the back ones do)
I have replaced the Flasher Relay
Any suggestions?
