Speedometer Issues

So my cousin has a 93 Limited 3.0 4x4 auto. He just picked it up for $2k with 110k miles. Pretty nice rig, but has a couple issues. One of which is the speedo. It reads incorrectly. It shows about 25-30 mph higher than you are actually driving. This also becomes an issue when at highway speed. It appears there is some sort of governor on the truck. When you reach 100 mph on the speedometer (somewhere around 65 mph) the throttle will cut out completely. It stays running but you have a dead pedal and the throttle shuts off until you slow down.

It gets even wierder... If you are able to get into OD before you reach 100 on the speedo (about 65 mph) then you can continue to speed up and the the needle will max out. As you can imagine this is not only a pain in the ass but also dangerous as you have no idea how fast you are going, and you may get the dead pedal at anytime if you drop out of OD.

Any ideas on the issue or how to fix this?

 

Do you know the history on it? It does sound like it has some kind of governor. Post some pictures of the motor from all sides.

 

I don't know any history on it. I will get some pictures later today I have to swing by my cousin's house when I am off work to do so.

Nothing sticks out to me, the wood block on the battery is a nice touch lol.

 

Haha yea that and it looks like a motorcycle battery. It's way too small.

for the speedo error,,,, is there still a cable going to the back of the speedo or is it electronic?
are the tires the right diameter?

check engine light??,, comes on at start up then goes off when all is ok??
the governor effect can only come from the EFI computer??
a dead gas pedal can only come from the injectors being shut off??

 

All stock with no check engine light. No other fueling issues to suggest a bad injector/injectors. I will have my cousin check on the speedo cable and get back to you.
