Changed the oil in my in-laws 4 runner. 2006 4.0 with 163k miles

probably 6000 miles since last change

    just dirty? Or other issues?

+1 for potential head gasket. I believe the 1GR had some head gasket issues around that time.

    Thanks for the replies

Coolant was full in the radiator and at full mark in the reservoir.

Hoping it was just past due for a change.

I think the head gasket issue was present up until 06 on the 4.0's

Agree, that doesn’t look right. Unless the oil receptacle you were using was contaminated.

Might be worth an early oil change, or at least a sample after a few hundred miles. I’ve read that if the vehicle is used for only short trips, water condensation may not have a chance to evaporate, and the water simply builds up to the point you start making mayonnaise. Could that be the issue, based on how they drive?

vehicle is used mainly for short trips around town; no real highway driving and speeds...I will keep an eye on it and change it early for them.

Tell them to get the vehicle out on the highway at least once a month if not more.

Look on the VIN sticker on the driver's door jamb for the "build date", if it's after 12-05 then it has the upgraded head gaskets, 12-05 and before then it has the old style head gaskets and if so a bad head gasket is a possibility.

If coolant is at proper levels, I would go with the short trips, water condensation. Oil temp. should reach 210F, if not a bit more to get moisture in the crankcase to evaporate, thus preventing the appearance of water/coolant. An extended trip at road speed will help.

Second this. Looks like water in there from condensation and short trips. Did you have a nice yucky foam on the underside of the oil fill cap? I put in a cheap Amazon catch can to help filter out the water on mine and during the winter I'm emptying a good amount about once a month.
