Tow Hitch Install Issues

    2007 Nautical Blue Metallic Limited V6 4x4
    ARB Bumper, Some Stuff, Some Other Stuff, and some Stuff.
    The forward most bolts on the weight dist hitch are listed as m8-1.25, but I'm having trouble getting them in. Is this just rust? It feels like I have a thread or 2 on, wondering if I should just barbarian on through it and bolt em in.
    Edit: don't know why it got posted in wheels and tires, I def selected 4th gens
