Starts right away when cold. Runs smooth, drives great, never stalls out. But if you turn it off, it will not restart. Not a starter problem. She turns over quick and wants to start but feels like it's not getting enough fuel. Internet research showed it to be a COR (cuircit open relay) or basically a fuel pump relay. Bought one from Rock Auto and installed and no difference.
    What could it be?

I was curious if you ever resolved this issue?
Did you also replace the starter solenoid, as well as, the starter?
My 1990 SR5 V6 MT 4X4 has been doing this for years! When it won’t start it doesn’t try to turn over though. The antenna goes up and gauges move but nothing with the motor. I wait about 30 minutes and it always starts up and runs great. And it doesn't always do this just sometimes and for maybe 7-8 years now. It seems like it goes a couple months of doing it off and on and then can months without it doing it – weird right. I kept waiting for whatever it was would finally fail and the culprit would be revealed but no such luck. We have replaced many heat related parts, chased down wiring, and I now have purchased a new starter and solenoid but haven't installed it just yet. We are out of ideas if the starter and solenoid does not fix it. We have been calling this the “mystery illness”. I will keep driving my beloved 4Runner regardless but it sure would be nice to fix this!!!
