Would it be safe to tow a 2022 4x2 with the rear wheels on a dolly?

You mean towing it backwards? I would tow it with the front wheels on the dolly and the transmission in Neutral.

OP, the whole scenario seems odd. We could use a little more info.
Some states don't allow towing in that configuration with passenger vehicles.
I drag my 4x4 4R on a 14' car trailer since it's much easier to backup a trailer.

But I must admit that I have zero experience with 2WD 4-Runners.

Welcome to the forum. Since you specifically asked about safety, I think the answer is maybe. Safety depends in part on execution. What’s the towing capacity of the RV? Do you have experience is using a dolly? If not, perhaps the car carrier trailer would be a better choice, assuming you have experience towing a trailer of some sort behind the RV. I personally have none and wouldn’t do it anyway. As for the legality of it, many states have trailer brake requirements specifically for safety reasons.

I have been towing a 1994 4Runner for 20 years (with drive shaft disconnect). It now has 300,000 miles (on odometer) and 150,000 miles towed behind my RV. I purchased a 2018 4Runner TRD Off Road so when the time came to retire my 1994, I could tow the newer one. Getting conflicting information. Understanding that Toyota does not recommend (or warrantee) 4 down towing, I am willing to take that risk if I can find someone that has towed this model 4 down by just putting the transfer case in neutral. Anyone out there? Any comments?

AFAIK, the 5th Gen t/c does not get properly lubricated by the driveshaft's rotation alone. It only does by the input of the automatic transmission.
Although the latest Good Sam RV Tow Guide I've read was quite a few years ago, it did not include the 4WD 4-Runner as being a viable toad.
That's why I just use my 14' car carrier trailer for the 4R or my '03 TJ (non stock T/C).

And to the O/P, New24runner, did you ever get an answer to your question about dolly towing?

That is the correct way to tow a 2WD short distances, not sure about long trips. You absolutely cannot tow it with the rear wheels on the ground unless you disconnect the driveshaft. That is a very easy task, btw, and then you would have no worries.
