Roof Rack Accessory?

Does anyone know what this is (pictured)? It came with my 2015 SR5 Premium. The hooks on each end pull and retract with a spring. I was assuming it was something that goes with the roof rack, but I can't figure out what or how it attaches. The dealership didn't even know what it was ..

Maybe for the interior? Does it hang up top, across the backseat to hang clothes?

 

That was my first thought, but they don't fit on side rails or cross bar. Thought maybe they were for bike tires, but they're too close together.

I was thinking it’s a cross bar for the top, some universal shit. Then I thought maybe it’s to go across your gran handles and the middle clips good a rod to hang clothing. Couldn’t find anything similar on google

 

It’s a mechanics hood light attachment. See it in the shop a lot

 

Swap out those round tube attachment points for real roof rack bar ones and use it as a SUP roof mount
