so i just tried to smog my 4 runner 1991 4 cyl. And the guy says i may need to get a new egr valve before it smogs. Is this something i could do on my own or is it need specialty tools, or more pain then its worth. Any help would be appreciated.

There are no specialty tools, the valve is only bolted somewhere to the motor. If you have a set of wrenches and some patience, you can change it yourself.
