Parking Brake seized up!!!

    many thanks to the people who recommended checking the transmission fluid level on the 4runner i just purchased, she was bone dry!!
    there were 2 major leaks in the metal tubing that ran behind the radiator to the transmission radiator. ii just made a tempoary fix by cutting the rubber tube before the metal tube and stuck it on the return sleeve until i get a new part in or i pull it from LKQ!!
    saved me a pretty penny!! b/c every mechanic i spoke with just wanted to replace the transmission but after taking off the pan and filter, there wasnt any major chucks in either the magnets in the bottom of the pan or the screen inside the filter!! so my tranny is still good!!
    But another issue arose when i had the truck up on ramps and applied the e-brake she appertly got stuck!! i had to jack it up and kick the ramps out before she would move!
    but i was backing out and it seemed like the ebrake seized up i put it in drive and she rolled foward with no issue but driving down the road i am hearing a twap twap twap from the rear wheels i am assuming that b/c of the rust all underneath the truck, (she came from Vermont and New York) so there is alot of rusted parts the wheel area included.
    i am thinking that the parking brake cable is rusted all inside the tube along with the pivot i am considering removal of the e-brake cable at the wheel. anyone haev similar issue or advice??
