Fog lights?

    I have a 1994 Toyota 4Runner. I am wondering if anyone might know how to turn the lower lights on. For some reason I think they are fog lights but I am new to the Toyota world and just wondering if someone might have some insight.

    Those were not stock so I would look for a switch somewhere on the dash probably to the left of the steering column. No telling where the original owner put it.
