I have a used but freshly powder coated (satin black) tow hook, long story short i was going to install on my truck to replace the rusted one i had on it. bought it used one from a member here and sent it out to get coated. apparently the welded nut in the frame must have broken loose and now one bolt cant be remove. so selling hook and brand new oem bolts for it $60 plus shipping.

I could be wrong but that looks more like a tie down loop for transport.
