Someone said they needed to get their 4runner “tubbed”
I cant find a straight forward answer, or maybe I am just slow and its not a real thing.

Most likely a Body Mount Chop. Is this in reference to adding like 285 size tires?

That's usually a term used for drag racing in where a vehicle gets tubbed for wider slicks.

Tubbing would be in reference to cutting parts of the body, or inner fender, to fit larger tires and then filling in the gaps or cuts with new sheet metal. This is typically done on drag cars and low riders to fit big wheels or big tires.
On a 4runner i would guess this would likely allow someone to "stuff" bigger tires under the 4R than what it was intended for. Probably the rear door area, and front inner fenders. Most likely big tires and Flex-a-saurus Rex.
Can you give us a tire size this "someone" had on their vehicle?

There are lots of examples in the drag car world, big wide tires tucked inside the body and huge "tubs" as inner fenders. There is also instances of this in other areas. Back in 2002 i ordered a 2003 tacoma and cut it up immediately after getting it trying to be the first 2003 bagged and body dropped. When dropping a vehicle so low, you have to cut a lot of sheet metal out to get the wheels to fit up inside the fenders. After i was all done, new frame and all, you can see the front inner fenders have been raised up and the rear bed floor raised up to allow the wheels to sit much higher than original. This is what "tubbing" represents.

Well that gives me a good excuse to do it lol.Although I don't know if i'm willing to sacrifice my console for battery storage. Im not too stressed about cutting it up, but its the lack of experience I have to do it lol

Yeah he is likely wanting to stretch the opening of the wheel arches larger. A 40" tire wont fit inside the fenders.
