    Power steering line. C4 has a kit that relocates it when you buy a bumper in order to fit a winch

    Power steering line like others posted. The long hard line portion is for heat dissipation (to delay the onset of steering fade with large tires). You can always replace it with a real steering cooler, e.g. https://www.drt-fabrication.com/product/power-steering-cooler-x-winch-relocation-kit

    (The kit is for a Tacoma, so some adaptation may be needed to fit a 4R.)

    Are you trying to install a winch and that line is just in the way?

    If "yes" then you can add some spacers under the control box of the winch which space it up a little to clear that line.
