    Eggshell 1997 4Runner
    I live in Asheville, NC. We were devastated by Hurricane Helene six months ago, and I am still in recovery from the impact. My beautiful 1997 4-Runner (low-mileage - 176,000 miles, mint condition) was flooded (along with my house and my other car, a 1998 Volvo V90 wagon- also low mileage and in mint condition).
    I am determined to try to save the 4-Runner (and the Volvo, but that's another forum...). The engine will turn, but won't crank. I think the first problem I should address ( I'm just coming out of shock, I guess) is the electronics. The ecu was definitely flooded, so I think I need to have faith in my efforts here and pay a few hundred $$$ to get a replacement? I'm not well-off, thus my two beautiful cars were/are 28 and 27 years old respectively.
    Any advice/ tips would be much appreciated!

    We gotta work on some terminology here.

    Turn as in turn by hand or with starter? If with starter I would consider that cranking but obviously not starting/firing.

    I get it the car is nearly 30 years old but the low mileage was funny regardless

    People flood Toyotas all the time when off-roading...

    Was the intake under water? If so, you can pull the spark plugs, pull the EFI fuse, then crank to clear water from the cylinders. In the process make sure the plug tubes are dry.

    The starter may have failed with water ingress. If you jumper 12V to the starter solenoid, would the starter crank?

    Carefully open all the electrical connectors that were below the water line (well, the ones you can practically get to) in the engine bay and in the footwell. Spray a water displacing agent like Deoxit or even WD-40 in each connector. This includes the ECM connectors.

    Change the engine oil.
