    Compression Limiter would be the engineering term. It’s simply just a smooth bushing insert, sometimes flanged, sometimes knurled on the outer face to help keep in place when even a light press fit would compromise the plastic. Its job is to prevent distortion of the valve cover at the applied amount of fastener torque so its length is driven by the flange thickness minus a few thousandths less to provide a good ‘squish factor’.

    The correct answer was given in post #5. Those are valve cover grommets.
